Scheduled Announcements (no more than 2 minutes per report) A DONE, LAPD and Council Office Reports B Stephen Cheung (West Area Director for Neighborhood and Community Services – Office of Mayor Villaraigosa): We are only 5 weeks away from the January 26, 2008 DAY OF SERVICE event that will benefit the communities of Mar Vista, Del Rey, Venice, Palms, Westchester, and West Los Angeles. During the past few months, our Planning Committee has worked very hard to ensure a successful Day of Service event that will bring community members to work together on more than 30 separate projects to benefit the local neighborhoods. The goal of the Day of Service is to address community needs, provide public education and strengthen community partnerships. Now, WE NEED YOUR HELP in spreading the word!!!! We want you and your community to get involved!!! There are 3 things you can do!!!! p((. 1) GET THE WORD OUT!!! C Arturo Piña (Office of Councilmember Bill Rosendahl): 2007 Citywide Parks Needs Assessment Survey D Shana Bonstin (City of LA Planning Department): Update on Lincoln Boulevard CDO District. The proposed Lincoln Boulevard CDO District provides guidelines and standards for development projects on properties fronting Lincoln Boulevard in the community of Venice. The intent of the CDO is to provide design guidance and direction to enhance the visual identity, and to improve the walkability and the appearance of the Lincoln corridor. E LUPC Fences & Hedges Enforcement Recommendation: The LUPC Fences & Hedges Enforcement Recommendation will be considered without a decision at a Board Policy Forum Meeting on January 29, 2008. The Board will consider these matters at its February 19, 2008 Meeting. p((. I LUPC Fences & Hedges report: LUPC recommends that the board request that Councilman Rosendahl present its Fences & Hedges recommendation to the City Council for immediate action as specified, to develop policy and related legislation, for the purpose of promoting community safety & character and to protect stakeholders' rights to enjoy their community. p((. II LUPC Fences & Hedges Enforcement Recommendation: LUPC submits our Fences & Hedges enforcement recommendation for Board approval and recommend immediate delivery to appropriate City Agencies p((. I 2918-2924 Pacific and 2917-2925 Strongs Drive: This project continued from November & December VNC Board meetings. B From Board Members: p((. I Challis Macpherson: Letter from board to Councilman Rosendahl to go to Rec and Parks and request an immediate replacement water heater for the VHS swim pool. We have swimmers that could be going to the Olympics that can't practice in cold water. Also, this swim pool is used by many Venice stakeholders, from kids to seniors. It is our responsibility to get this done. p((. II Challis Macpherson: Letter to Councilman Rosendahl to instruct LADOT to replace the Restricted parking signs for 32 parking spaces on public land with public parking signs. 8. Treasurers Report 9. I Challis Macpherson: Adjust VNC ByLaws to accommodate City Clerk handling election. Instruct Rules & Elections Committee to submit necessary election language to accommodate new election procedures as mandated by the City Council p((. II Challis Macpherson: Parking Ad Hoc Committee on the Board level. Establish major Parking Ad Hoc committee with sub committees - one for each major street in Venice: Rose, Washington, Venice, Ocean Front Walk (including Speedway), Main, Abbot Kinney, p((. III Richard Myers: Extend lease for Beyond Baroque (See Sue Kaplan request, Item E II below, re: this subject). Beyond Baroque’s lease is ending and our councilman Bill Rosendahl has recommended that they be given a 25 year extension by the City Asset Department, the city department handling their lease. It has not been decided and things can always go awry. As you know, Beyond Baroque has graciously given us space to meet these past 2 years. We have been asked to express our support for this cultural icon of Venice. Please send an email or letter to Councilman Rosendahl supporting his seeking a long time lease. p((. IV Joe Murphy: As an alternative to item 9 C I below, I move the Board adopt the following as an alternative to paragraph 2 of Article VII F of the Bylaws: p=. Key: [deleted] added p(((. The Land Use and Planning Committee (LUPC) shall consist of [nine (9)] thirteen (13) Stakeholders including the elected Chair. No Board Officer may serve as a LUPC member with the exception of the Land Use and Planning Committee chair. [; EXCEPT that, for the term ending October 2007, the LUPC shall include two (2) additional members who are Board Officers as nominated by the Board of Officers. Eight (8)] Twelve (12) LUPC members shall be elected by the Board of Officers from a list of candidates who have formally communicated to the Board their desire to serve on the Land Use and Planning Committee. The Board shall, within thirty (30) days after beginning their term, hold a Board of Officers meeting for the election of LUPC members; EXCEPT that, for the term ending October 2009, the four (4) vacant positions shall be elected within thirty (30) days after the date that this amendment becomes effective. The [eight (8)] twelve (12) candidates with the highest vote totals shall be elected. C From LUPC p((. I Expand LUPC from 9 members to 13: Two from VNC Board of Officers and two appointed by the VNC Board of Officers from stakeholders who have submitted an application for the committee. p((. II LUPC In-Lieu Parking Fee Formula: LUPC moved and passed unanimously to adopt a new in-lieu parking fee formula as policy and recommend that the VNC Board of Officers send a letter to this effect to Councilman Rosendahl, California Coastal Commission and City of LA Planning Department. Letter to be submitted to VNC Board 12-18-07 with this recommendation. D From Stakeholders: p((. I Elizabeth Wright: p(((. I hereby request that the subject of changing the name of the neighborhood council to "Venice-Marina Neighborhood Council" be placed on the agenda. My objective is that the Board appoint a committee to investigate the pros and cons of such a name change and submit its recommendation to the Board. p(((. As the U.S. Postal Service has done so many times all over the country, it has changed the identity of where people live in order to make delivering mail an easier task. Zip code 90292 was created to include all of the unincorporated county land called Marina Del Rey. But, it also includes the Los Angeles City area west of Lincoln Boulevard, extending from the south side of Washington Boulevard to the Los Angeles County line. Because of the close cooperation between county and city fire departments and county and city law enforcement, knowing political boundaries in this area has not been a requirement for many years. Many who live in Los Angeles with zip code 90292 have never seen a document that ties their home to the city of Los Angeles, and have no knowledge that, politically, their property is within Venice. p(((. Using ZIMAS, I counted lots. Along Washington and Lincoln, there are approximately 85 lots. Many have been combined or are used for parking. Having no idea how many units were built on Peninsula lots zoned R2, R3, R4, I just assumed 1 each (very ultra conservative). Even with that ultra conservative approach, over 3,000 units are in Los Angeles (Venice) with zip code 90292 - the Peninsula and the Oxford Triangle. That's a lot of people who probably feel they are not part of Venice. An additional 31 story tower has been proposed for the extreme south end of the Oxford Triangle. p(((. If you move to Marina Del Rey, you do not assume that you live in Venice, and have no motivation to become active in the Venice Neighborhood Council. A name change that includes where these folks live would make it more obvious that they belong to our neighborhood council. p((. II Sue Kaplan (Venice Walk Streets Neighborhood Association letter to Bill Rosendahl): On behalf of our neighborhood association, I am writing you to encourage you to seek a long-term lease for Beyond Baroque. The old city hall that now carries on the Venice tradition as a literary haven has also reached out to this neighborhood association that abuts onto its property. Fred Dewey graciously welcomed us to hold our weekly meetings at Beyond Baroque for the past two years. I would also urge you to seek funds to upgrade the facility, especially the small but inviting theater. 10.
